Municipalcorporations(MCs)havebeenestablishedindifferentpartsoftheworldtoprovidelocalpublicservices(suchasinfrastructure,utilities,education,healthcare,culturalandsocialservices)undertheinfluenceofNewPublicManagement(NPM)doctrinesandrelatedneoliberalideologies(Thynne,1994;GrossiandReichard,2008).Theirhybridorganizationalnatureimpliesthattheirgovernanceispermeatedbyamultiplicityofvalues.

Scantattentionhasbeenpaidbypreviousscholarstohowdifferentactors(,auditors,controllers,CSRmanagers,etc.)andtheirvaluesaffectgoalsinhybridmunicipalcorporationsandtheirroleinthedevelopmentofgovernanceandaccountabilitypractices(Grossietal.,2026).Thereisstilllimitedresearchexplicitlyfocusingontheroleofthedifferentactorsinthedesignandimplementationofgovernanceandaccountabilitypracticesinhybridorganizations(SkelcherandSmith2015).Therefore,futureresearchwouldlikelybenefitfromstudiesinsidemunicipalownedcorporationsashybridorganizations(PacheSantos,2013;Seibel,2015),seekingmorein-depthinsightsintointernalgovernanceandaccountabilitypracticesratherthaninvestigations‘fromtheoutside’oroninterpretationsbasedonwhatiswrittenindifferentformaldocuments(Grossietal.,2026).

Theaimistoimprovethetheoreticalandpracticalunderstandingofthedrivers,obstacles,andtensionsforvaluecrecountabilitypracticestodisclosemultiplevaluescreatedbymunicipalcorporations,,conceptualandempiricalsubmissionsfromdifferentinstitutionalcontextsandbyscholarsacrossdisciplines.
